            In amendment documents the amended content always has line numbers, but the
            amendment instructions do not. This attribute applies to all amendment instructions
            in the document and specifies whether line numbers are to be "on" (line numbers start
            at the first amendment instruction, as is the usual case for Senate amendments), or
            "off" (line number applies only to the amendment content) as is the usual case for House 
            amendments. There is no default; this attribute and its value must be present.
