SyncProductionPerformance

The purpose of the SyncProductionPerformance is to synchronize the information known about ProductionPerformances between systems. The SyncProductionPerformance MUST be generated from the system that own the ProductionPerformance and sent to systems that count on the sending system to maintain the ProductionPerformance information.
