When pointing to something (such as a <section> or <title>) that is in the same document as the reference, the value of this attribute is the unique identifier (ID) of the item to which it points. For example, if the href points to a <section>, the value of this attribute is the id of the particular <section>.When pointing to something outside the document (such as the United States Code), the value of this attribute is a URI (Universal Resource Indicator) of the object being referenced.
